I have another idea thanks to spq96(sean). I was talking to him and on his blog today (spq96.com) and he said something interesting, here is basically what he said:
Okay all you agents, think back to mission 10 if you have completed it! Now remember how G makes a discovery that Herbert had a pack of seeds? Well, this could be a link between the two. In the newspaper, it says that it looks like Rockhopper's ship has taken on too much. I'm sure Rockhopper was smart enough not to pack so much. Also, there was a shovel and jackhammer lying out near an overgrown vine which may be a hint that they were trying to kill it. But, check back to the other post for the other side of the story.
